I stayed in Niigata Global View in early January over the new year. My room and the ensuite bathroom were very clean. The onsen area is very large and has around 8 shower areas. The spa area also has three massage chairs for free use, though one was not working when I stayed at the hotel. The staff are polite and helpful in storing my luggage when I arrived early and after I checked out. Washing machines cost ¥300 per wash. There is a microwave and ice machine on the 5th floor. As some hotel guests mentioned, there is an odour in the hotel corridor (at least on the 5th floor where I stayed) leading to the lifts for the spa area. Apart from the odour , the hotel is a good and cost efficient choice for those who want to tour Niigata and also take the JR trains or Shinkansen to nearby cities for a day trip (being just opposite the train station).
