    EMCO Announced For Selected Selangor & KL Districts

    Senior Minister Datuk Seri Ismail Sabri Yaakob announced on 1 July that a large part of Selangor will be placed under the Enhanced Movement Control Order (EMCO) from 3 - 16 July 2021. The EMCO will affect all districts in Selangor with the exception of Sabak Bernam as well as several localities in KL for at least 2 weeks.
    According to Datuk Seri Ismail Sabri, the decision was made after a discussion involving a risk assessment by the Health Ministry as well as suggestions by various agencies following the high number of COVID-19 cases reported in Klang Valley over the past few weeks.

    [Update] EMCO Lifted In Selangor Districts

    [Update, 17 July] It was announced that the EMCO previously implemented in 8 districts in Selangor will be lifted from 17 July (Saturday) onwards. The SOPs in these areas will revert to the Phase 1 FMCO SOPs. Here are some confirmed SOPs in affected districts:
    • Selangor districts that will revert to the Phase 1 FMCO include areas in Hulu Langat, Gombak, Petaling, Sepang, Klang, Kuala Langat, Kuala Selangor, and Hulu Selangor.
    • Two people per household are now allowed to head out for the purchase of essentials.
    • A maximum of three people can travel in one vehicle for emergency purposes.
    • The number of people on taxis and e-hailing vehicles will still be limited to two including the driver (only one passenger allowed, passenger has to sit in the back seat).
    • Travel is still restricted to a 10km radius from the point of residence.
    • Interdistrict and interstate travel remains banned.
    • Most businesses can now operate from 8AM - 8PM (including supermarkets, convenience stores, pharmacies).
    • F&B outlets such as restaurants can now operate from 6AM - 10PM but dine-in remains banned (only takeaways, food delivery, and drive-thru services will be permitted).
    • More businesses are allowed to reopen as of 17 July, this includes pet shops, optical shops, hardware stores, car workshops, stationery shops, laundromats, computer repair and sales shops, and more.
    • Jogging and non-contact sports are now allowed to be done alone in open areas (around one's housing area, between 7AM - 8PM). Cycling remains prohibited during Phase 1 of FMCO.
    • Social activities such as face-to-face meetings, group gatherings, celebrations, and more remain banned.

    EMCO SOP To Take Note Of

    With the implementation of the EMCO, residents are subject to stringent SOP - here are some of the EMCO SOP that has been mentioned so far (still applies for areas in KL that are still under EMCO):
    • Roads in areas affected will be closed and guarded by police.
    • Mobile roadblocks and 'snap checks' will be installed in EMCO areas - barbed wire fencing and barriers will be installed in selected districts.
    • Residents are not allowed to leave their homes except for emergency purposes or to purchase necessities.
    • Only one person from each home is allowed to head out to buy basic necessities within a 10km radius of their homes.
    • Up to three people (including the patient) may cross state and district borders to seek healthcare, medical care, or head for COVID-19 vaccination appointments.
    • No movement outside the residential area is allowed after 8PM with the exception of emergency cases or with permission from PDRM.
    • Only essential services (e.g: restaurants, grocery stores, daily necessities stores) are allowed to operate from 8AM - 8PM.
    • All sports, social, recreational, and cultural activities are strictly disallowed.
    • Targeted screening tests will be conducted by the Health Ministry in selected affected areas.
    • Public transportation (e.g: LRT, trains, buses) are allowed to operate at 50% capacity.
    • Capacity of e-hailing vehicles and taxis is limited to two per vehicle including the driver (only one passenger allowed).
    • All educational institutions will be closed during EMCO period.
    • Civil servants and workforce in essential services are limited to 20% (60% for the private sector) while civil servants and workforce in non-essential services are required to work from home.

    • Restaurants & Eateries: 8AM - 8PM
    • Petrol Stations: 6AM - 8PM
    • Petrol Stations (highways): 24 hours
    • Groceries, Convenience Stores: 8AM - 8PM
    • Pharmacies, Vets, Pet Shops: 8AM - 8PM
    • Wholesale Markets: 12AM - 6AM
