Buying from Cook is cheaper than buying at the station, but you have to wait until your booking time. You cannot enter the area before then, but you can wait on the 4th Floor.

Everything is well organized. You have to go to the 4th floor. Just walk through and take the escalator to the 4th floor. In my opinion, you're almost too high up. The view makes the city look gray. You don't see much green from above. But if you're lucky, you might see Mount Fuji. We also didn't have to wait long in line.
