Planning an international trip for your kids with their grandparents, relatives, or school trip group? Before you pack those bags and book your theme park passes, there is one crucial document you cannot afford to overlook: the DSWD Travel Clearance.
The Department of Social Welfare and Development (DSWD) recently reiterated the requirement after a viral incident where a 5-year-old child was denied boarding at airport immigration for lacking the mandatory permit.
Media shares that a passenger publicly criticized the Department of Social Welfare and Development (DSWD) and a local airline after her five-year-old niece was barred from boarding a flight to Thailand for lacking a minor travel clearance while traveling with her grandmother and uncle. In response, the airline emphasized that travel clearances are mandated by government regulations to combat child trafficking and that airlines are required to strictly enforce these rules.

What is the DSWD Travel Clearance?

The DSWD Travel Clearance is an official document issued to Filipino minors (below 18 years old) traveling outside the Philippines without their biological parents or legal guardians.

    Why is it required?

It serves as a key safety measure to protect children against child trafficking, illegal recruitment, abuse, and exploitation.

    Who needs one?

    • Minors traveling completely alone (unaccompanied).
    • Minors traveling with a relative (grandparents, aunts, uncles, older siblings).
    • Minors traveling with non-relatives, school groups, or tour companions.
    • Minors traveling with only one parent, if the child was born in wedlock and traveling without the father's explicit consent (or specific custody arrangements under DSWD guidelines).
Important: Even if a child is traveling with close relatives like grandparents or an aunt, immigration officers will deny boarding without a valid DSWD Travel Clearance.
