You can use it without making a reservation on site for 6€ (about 1000 yen), so it is cheaper than buying a ticket here. Of course, you don't need to make a reservation in advance. In addition to this hotel, there are many stores near the station that will store your luggage. I was worried that there would be no coin lockers available, but it was fine.
