It seems like arrival delays in Cebu Mactan are just the norm. I was delayed for over an hour, but thanks to the Klook driver, I arrived at the hotel safely. (It seems like the company assigns drivers on the spot and drops you off.) I was anxious because of the delay of over an hour, but immigration was quick, the luggage was already out and airport staff had neatly stacked it like Tetris blocks, and they only visually checked the name on the QR code capture of the eTravel form when leaving the airport, so I got out of the airport in 10 minutes, which reduced the delay a bit. I've included some more details for those visiting Cebu for the first time for reference. Also, they aren't holding up the signs right as you exit the airport; after exiting, turn left and walk a little ways, then look around and you'll see the Klook booth where a Klook representative will hand you off.
