You can take pictures and explain constellations on other tours, but you can just take me here. Normal phone cameras don't even show stars.

Pretty scenery very nice and have 40 mins to enjoy the view.
The tour was only me and 3 other friends. I use the word 'tour' lightly because the driver simply drove us to banzai cliff and told us to look up and explore. He then told us he would wait in the car for us until we were done. No introduction to the stars or any explanation was given. Further, no equipment was provided either. So basically the tour is for the driver to drive you up to banzai cliff and return you back to the hotel. If you aren't planning to rent a car, then this will be an option as taxis are quite $$ in Saipan. But just expect a cab ride and not a tour. The views of this place are great though! Plenty of stars up above.
The day when the departure was originally scheduled was not bad, but it was noticed that the weather was bad in the afternoon, so it was delayed until the next day. On the second day, it was still raining before departure, but told us that it would start as usual and arrange to teach people to figure it out. After arriving at the sights, fortunately the sky is still clear, but there are really no stars. I feel that I can see the stars in the hotel or on the beach. The driver is just a pick-up, no comment.
There is no point to explain. Just after the arrival and arrival, there will be 30 minutes of free time. The weather is good and you can see many stars.
