    Interstate & International Travel Allowed For Fully Vaccinated Individuals From 11 October Onwards

    [4 May 2021] After much speculation of the reimplementation of MCO over the past few days, Senior Minister Ismail Sabri Yaakob finally addressed the nation and announced that states across Malaysia will be placed back on MCO following fresh surges of COVID-19 cases in the past few weeks. New SOPs have also been announced.
    [New Update, 10 Oct] After months of border closure, it has been announced that interstate and international travel will be allowed for fully vaccinated individuals from 11 October (Monday) onwards. Check out the full list of SOPs below.
    Here's the latest list of states by phase according to the National Recovery Plan (NRP):

    Relaxed SOPs Announced For Fully-Vaccinated Individuals

    COVID-19 SOPs and restrictions will be eased for those who are fully vaccinated:
    • Relaxed SOPs are applicable for fully vaccinated individuals and children aged 17 years and below under the company of fully vaccinated parents.
    • Dine-in is now allowed at restaurants and F&B outlets nationwide. Restaurants are now allowed to operate from 6AM - 12AM.
    • Full vehicle capacity (as per seating capacity of vehicle) is now allowed provided all passengers are fully vaccinated. The 10KM travel radius restriction has also been lifted.
    • [New Update, 10 Oct] The interstate travel ban will be lifted from 11 Oct (Monday) onwards. Fully vaccinated individuals are now allowed to travel interstate nationwide, except to and from localities placed under the EMCO.
    • [New Update, 10 Oct] The international travel ban will also be lifted from 11 Oct (Monday) - overseas travel is now allowed for fully vaccinated individuals. Those who wish to travel abroad no longer need to apply for a MyTravelPass, but it is compulsory to do a swab test before returning to Malaysia and upon arrival. A 7-day quarantine will also be required upon return - self-quarantine at home is allowed.
    • Individual, non-contact sports and recreational activities with physical distancing are allowed in outdoor areas. This includes activities such as jogging, exercise, taichi, cycling, skateboarding, fishing, hiking, golfing, and more.
    • Indoor sports and recreational activities will be allowed under close supervision. Gyms and fitness centres are also allowed to reopen at reduced capacities.
    • Camping and picnics are allowed with strict compliance to the SOP.
    • Night markets and weekend markets will be allowed to operate.
    • Cinemas nationwide will be allowed to reopen with 50% audience capacity. Fully vaccinated individuals can head back to the theatres from 9 September onwards.
    • Besides the activities mentioned above, individuals who are vaccinated are also allowed to head to these newly-reopened businesses:
    1. Car wash
    2. Electric and electrical shops
    3. Furniture shops
    4. Sports equipment stores
    5. Household and kitchen appliances shops
    6. Car accessories shops
    7. Automotive and car sales shops
    8. Clothing, fashion, and accessories stores
    9. Jewellery stores
    10. Morning and wholesale markets
    11. Hair saloons (for haircuts only)
    • Fully vaccinated individuals are allowed to travel to Langkawi with the establishment of the Langkawi Travel Bubble, a pilot domestic tourism project that was launched on 16 September.

    SOPs for Phase 2 States:
    • Dine-in is allowed at restaurants and all F&B outlets including food courts, hotels, kiosks, cafes, clubhouses, and more. Only fully vaccinated patrons will be allowed to dine in with adherence to SOPs and social distancing measures. Restaurants are now allowed to operate for dine-in, takeaway, and delivery from 6AM - 12AM.
    • Hotel stays and homestays are allowed within the same state.
    • More businesses are allowed to reopen including retail outlets selling handicrafts, antiques, photography equipment, flowers, toys, cosmetics, furniture, sports equipment, vehicle accessories, clothes, and more. Night markets and weekend markets are also allowed to operate. Only those who are fully vaccinated will be allowed to head out to these newly reopened businesses.
    • Interdistrict travel (and travelling between KL, Selangor, and Putrajaya) is allowed for fully vaccinated individuals with no restriction to the number of passengers per vehicle. All roadblocks previously set within Klang Valley will be lifted.
    • For those who are not fully vaccinated, only 2 people per household are allowed to head out for the purpose of getting daily necessities such as food and medicine. The capacity of taxis and e-hailing vehicles remains at 2 people including the driver.
    • Face-to-face business activities such as seminars, conferences, and talks are still not allowed.
    • Most businesses will now be allowed to operate from 6AM - 10PM daily.
    Masks are mandatory in all public spaces and can only be taken off:
    • While at home with only family members
    • White in hotels or accommodation with only family members
    • When alone in your workspace
    • While doing sports or recreational activities (indoors and outdoors)
    • In the car with only family members
    • Indoors or outdoors without other individuals around
    • While eating or drinking
